Has anyone heard of this? Do you think it's worth looking into?

I have a good amount sitting in a savings account earning 5% APR (4.75% APY). I figured it's time for me to use some of it to get a higher return. I haven't thrown it in anything else because I have this fear of what if I need the money now (don't want to pay penalities for early withdrawl) and also I want to save for down payment on a house.
