What is the policy for handling the actual members of ICCH when they commit a 'bannable' offense?

Are the rules for us and them the same?

If so, under what conditions can an ICCH member be banned, or is that even possible?

yes banning a member of ICCH is possible. ask pony, darshan, tito, others... they were members and then weren't because of bans.
