Hey I'm trying to clock a turbo and i cant get the turbine side to budge at all... i've tried hiting it with a rubber mallet torching it, using WD-40, and using a breaker bar in the turbine inlet and compressor outlet and it wont budge, and of course combinations of both. Anyone have any advice?

a torch!? good lord man.
did you remove the bolts around the housing?
if you did and it doesnt move freely then its locked up. buy a new one.
dont use a torch

LOL, yes i did! Im a little frustrated here so your dumbass "LOL" remarks aren't very helpful. Believe me I searched on different forums for tips before i resorted to posting on ICCH of all places and the torch was recommended.

dude if you have taken the bolt out of the housing and it still wont come out then you are probaby just fucked.

oh, the wheel spins fine just the exhaust housing wont rotate.

what kind of turbo? i tried clocking my old turbonetics one and had the same problem. maybe seized up

A turbo is going to get much hotter then any torch can get. Take it off, send to majestic, get it rebuilt. They have the tricks to get it unstuck.
